Because the game players will need to protect themselves from each other. And only from each other. While the players act as Senators trying to gain power within Rome they don't really have to worry about anything eles. There is no need to protect Rome as event cards just change the rules of the game but not much else. The players are free to focus on gaining power and destroying each other. There are no allies, no friends, and only THREE turns to win.
This means that there is little in the way of real game play. There is little in the way of long term planning, no need to trick anybody, no need to hold back or build a web of friends. If you want that play The Republic Of Rome. This is more like a card game of FLUX.
